Thomas P. Simmons, President

An expert in electrical construction and operations, Thomas P. Simmons (Tom) is the Co-President of City Light & Power, Inc. (CLP), founded in December of 1997. CLP’s primary focus is the lease or ownership of utility infrastructure systems.  This includes electrical distribution and street lighting systems for both the Federal Government, municipalities and their surrounding communities. 

After graduating from Colorado State University, Tom started his career in the electrical construction industry with Ludvik Electric Company as their Estimator/Coordinator. He was responsible for reviewing bid forms, job specifications and blueprints. He participated in conceptual design estimating and job site visits in order to analyze material and labor for projects nationwide. Projects ranged from $150,000 to $34 million dollars. In 1995, Tom became the Chief Estimator for Pride Electric Company and in 1997 he held his first position as Project Manager for City Light & Power, Inc. under then President and now Chairman, William F. Simmons.

Now with more than 23 years of experience in electrical planning, scheduling, design and financing for both the private and public sector, Tom has become an expert at project management, design team coordination, scheduling and allocation of electrical equipment and project implementation.  He is directly responsible for the day-to-day operation and maintenance for sites ranging in size from 3.27 Sq. Miles to 114 Sq. Miles, with daily populations of up to 350,000 customers served.  He is also directly responsible for the company’s continued growth nationwide

Electrical Distribution 

Participated in and managed the transition and current contract period for March Air Reserve Base, 2009; Travis Air Force Base, 2011; Aberdeen Proving Ground, 2011; Hill Air Force Base, 2013. He also assisted with the projects for the City of Anaheim, CA; Southern California Edison; and Pasadena Water and Power.

Street Lighting

Participated in and managed the transition and current contract period for the cities of Long Beach, CA and Lakewood, CA. He has also performed multiple system studies for municipalities across the United States.
