Electrical Engineer III - Automation

City Light & Power, Inc. has built a reputation as an innovative, reliable and responsive private utility development leader, and is seeking qualified candidates with 4+ years of Engineering/Utility Industry experience related to the design and construction of electrical distribution and substations.

Experience with design, programming, installation, commissioning, and operations of utility (electric) substation and distribution automation systems is required for this position.

Duties and Responsibilities:

  • Design, test, and commission Substation and distribution automation to include multiple substations, switching stations, reclosers, and voltage regulators.

  • Program, configure, and test protective relay automation logic, communication protocols, and port settings.

  • Program and configure digital automation controllers (SEL RTAC), PLCs, communication processors, and managed Ethernet switches for automations and SCADA network.

  • Design, program, test, and implement distribution automation schemes for utility distribution systems.

  • Program and configure master SCADA system to include SCADA software, mainframe SCADA computers, including the design and installation of operating systems, Human Machine Interface (HMI) software, updates, control programming, and displays.

  • Configure local area networks (LANs) and design/configure subnets, routers, bridges, and switches.

  • Design and install firewalls, Virtual Private Network (VPN) and internet access for the field and on-call operators.

  • Design and install alarm systems; program user interface for phone systems, phone system interface, modem and internet access;

  • Design and program various security systems for communications network.

  • Design, test, install and maintain radio-based communication systems; program and configure radio for correct frequency; test and align radio signal; and troubleshoot communication problems.

  • Perform site surveys for major upgrade projects, develop concept design, and present the design to CLP management and the customer.

  • Keep up-to-date with utility industry standards and codes. Enforce and maintain all applicable standards and codes for our O&M, replacement/renewal and new installations.

  • Maintain in-depth knowledge of distribution automation and SCADA for electrical distribution system.

  • Develop specifications for major automation and SCADA components.

  • Schedule and attend field walk-downs with customer, subcontractor and construction personnel to understand and determine project requirements.

  • Perform field take-offs/evaluations for estimate preparation.

  • Compare various project documents for accuracy and consistency.

Skills, Knowledge, Qualifications, & Experience:

  • Bachelor of Science in Electrical Engineering (BSEE) degree from accredited university with emphasis in automation and/or communication systems. Master of Science in Electrical Engineering (MSEE) degree is preferred.

  • 4+ years working experience in electrical utility substation and distribution automations.

  • Working knowledge of medium voltage electrical substations and distribution system.

  • Working knowledge of power system components.

  • Experienced in blueprints, specifications, proposals, and other documentation to prepare time/cost/labor estimates for projects and services.

  • Must have excellent analytical, organizational, verbal, written, and communication skills.

  • Must be a team player and be able to work with various partners from start to finish.


  • Up to 20-30% out-of-the-area and overnight travel will be expected.

Work Authorization/Security Clearance

  • You must be authorized to work in the US without sponsorship.  Military Base Access is required for this position. Valid Driver’s License Required.
